Update: Following reports yesterday, Nintendo confirmed that Roy and Ryu aren't just coming to the fight. They're here.
The pair join Lucas today as additions to the roster. Roy and Lucas are $3.99 each on Wii U or 3DS. For $4.99 a character becomes unlocked for both versions.
Ryu is a bit more expensive, as he's bundled with Suzaku Castle stage from Street Fighter II. He's $5.99 per platform or $6.99 for both.
There is also a bundle that includes all three characters, a number of Mii Fighter costumes, and the Kirby Dreamland stage for $21.96 per platform or $29.16 for both. The Miiverse stage, also releasing today, is free.
While Roy functions like a standard Super Smash Bros. Character, Ryu is designed to resemble his Street Fighter playstyle. You can choose to enter moves as you would any other character, or use command inputs for hadoken, hurricane kick, and shoryuken. Doing so increases the power of the moves.
Ryu also has two final smashes, mimicking his Street Fighter IV moveset. He can also perform a focus move to stun his opponent and dash-cancel out of the animation.

The latest Super Smash Bros. patch has already released in Japan, and fans have dug into the game's code to discover Fire Emblem's Roy And Street Fighter's Ryu will soon be added to the game.
Roy appeared in Super Smash Bros. Melee on GameCube, but Ryu, nor any other Street Fighter character, has ever appeared in a Smash Bros. game. These characters were likely meant to be revealed tomorrow during Smash Bros. creator and director Masahiro Sakurai's planned video presentation.
Another Smash Bros. DLC character, Lucas from Earthbound/Mother 3 and Super Smash Bros. Brawl, will be available starting tomorrow.
